WINNEBAGO, Neb. — A chill has fallen on the Winnebago Tribe of Nebraska’s cigarette-manufacturing operation since federal officers raided the reservation and seized documents nearly six weeks ago.
Production and sales of the tribe’s White Cloud and Fire Dance smokes are down. A few workers were laid off, and others quit. Visions of a profitable year vanished as distributors shied away from the brands.
