Council bosses have now drawn up a blueprint to deal with the problem across the area in a bid to break the cycle of youngsters taking up smoking.

They have also warned they need to root-out the illegal tobacco trade, which is being smuggled, bootlegged or counterfeit, to ensure it can be sold off cheaply and tax-free.
