Bolivia cigarettes market reported 40% to 50% of sales originating from smuggling in 2013

The legitimate market for cigarettes has seen strong, if sporadic, growth in recent years, with sales increasing by 121.3% since 1990. Smuggling is a significant factor which accounts for 40-50% of sales, although the government puts this lower, at around 30%. Thus, while legitimate per capita consumption is currently 214 pieces, true consumption is around 400 pieces.
