So peppermint flavoured cigarettes are a no-no — but smoke shacks selling cheap cigarettes in bundles don’t get busted.
Convenience stores jump through hoops to ensure they don’t sell cigarettes to minors.
Yet smoke shacks target school kids — and get away with it.
