WOODBRIDGE — The fax machine at the Sam’s Club store near Potomac Mills came to life the night of Jan. 15 as orders for Newport and Marlboro cigarettes arrived from 10 Northern Virginia stores that exist only on paper.
Hundreds of cartons were sorted and stacked by order inside a chain-link enclosure at the front of the big-box store. The next day a man and a woman, each carrying more than $40,000 in cash, paid for the 10 orders of tax-free cigarettes and rolled them outside on hand trucks.
