Cigarette conspiracy defendant pleads guilty

ASHLAND — A Florida woman has pleaded guilty to lesser charges in a fraud case that involved selling massive amounts of untaxed cigarettes out of a Russell storefront.

Barbara Jean Routh of Naples, Florida, pleaded guilty Monday in federal court to conspiring to commit wire fraud, according to court records.

She is one of 12 defendants accused in the scheme, which allegedly sold millions of dollars worth of cigarettes by mail and telephone, all without paying federal excise taxes.
