PEMBROKE — Genesee County sheriff’s deputies continue to target people buying cigarettes on Tonawanda Indian Reservation, including one man who bought 406 cartons Monday morning.

James A. McKenzie, 61, of Rome was stopped at 7:30 a.m. on Route 77 for following too closely. Deputy Lonnie Nati found 406 cartons of cigarettes in the car, or 81,200 cigarettes. State law allows a person to possess no more than 400 untaxed cigarettes, or two cartons.
