Laws concerning cigarette enforcement, administration, and trafficking were amended. The felony threshold for possession with intent to distribute contraband cigarettes was lowered to 200 cartons from 500. Criminal and civil penalties for purchasing cigarettes using forge business licenses, a license obtained by false pretenses, a forged or invalid Virginia sales and use tax certificate or a sales and use tax certificate obtained by false pretenses were enacted.
