Federal prosecutors are seeking a five-year prison term for a Fredericksburg businessman with a Richmond-area store who offered one-stop shopping to cigarette traffickers, handling more than $13 million in business in just 15 months.
Set to be sentenced Tuesday in Richmond, 33-year-old Yinhau Chen, also known as Steven Chen, pleaded guilty in September to a money-laundering conspiracy charge and admitted he was selling low-tax Virginia cigarettes to traffickers who took them to high-tax states for illegal resale.
