WOODSTOCK – A New York man avoid jail time but is banned from Virginia as part of his conviction for cigarette smuggling.
Juan Encarnacion, 48, of Grand Concourse in the Bronx, pleaded guilty to one count each of money laundering and possessing untaxed cigarettes in Shenandoah County Circuit Court on Wednesday.
