Prosecutor Michael Feinmel said Qiuyue Chen, 36, was the main organizer of the trafficking network that he said purchased cigarettes at big-box stores and then sent them north for resale on the black market. Feinmel described Fu Chen, 43, as a lesser figure in the network — run out of the couple’s Greenwich Drive home in the Wyndham neighborhood — but said he was still culpable.
Feinmel has estimated that the Chens, along with their associates, bought roughly $23.2 million in Virginia cigarettes so they could be resold in Northeastern cities, where higher taxes can make the illicit smokes a profitable product.
