Wen Hang Zhao, of Staten Island, was named in a four-page criminal complaint Wednesday that among other things seeks at least $2.2 million in illegal proceeds he allegedly made in the scheme from March 2014 to November 2016.

Authorities allege that Zhao reached an agreement with an individual identified only as, “B.E.,” to buy bulk amounts of Virginia-stamped cigarettes from prearranged locations in Fredericksburg and Springfield so they could be transported to New York City for resale on the black market as untaxed cigarettes.
