WINNEBAGO, Neb. — A dispute over a law designed to remedy interstate cigarette bootlegging was one of the flash points surrounding a federal raid on the Winnebago Indian Reservation this week.

Agents raided four Ho-Chunk Inc. sites Tuesday in Winnebago and seized truckloads of records related to tobacco sales. Ho-Chunk is an economic development corporation owned and operated by the tribe.
