CRE Submits Comments to NMFS on Arctic EIS

CRE makes  a number of comments but emphasizes that there is no need to discard the tremendous amount of work done to date by preparing a new EIS in lieu of supplementing the  exisiting draft EIS.

CRE also emphasizes that MMS should not be relegated to a secondary role by simply being a reviewer of NMFS work; instead MMS  should be a c0-chair of the EIS preparation effort.
