The European Commission believes the situation of energy rules being set in Brussels but having 28 national regulatory frameworks is no longer tenable. In February, President of the European Commission Jean-Claude Juncker unveiled the Energy Union, a flagship project to integrate member states’ markets and increase security of supply.

Juncker’s vision is of an integrated, continent-wide energy system where energy flows freely across borders, based on competition, with effective regulation of energy markets at the EU level. Much of this will be achieved by implementing existing legislation at EU and national levels properly. However, Brussels will take legislative measures at EU level where appropriate and necessary.
