NMIO Integrating National Fusion Center Network into Global Maritime Community of Interest

Over the past year, the National Maritime Intelligence-Integration Office (NMIO) has been reaching out to the National Network of Fusion Centers to promote and establish pathways for maritime information exchange through the state and major urban area fusion centers and their respective port and maritime agency partners. This outreach is centered on increasing the awareness of analytical tools, maritime training and other related-programs that fusion centers can utilize to start or increase their participation in the Information Sharing Environment (ISE) and Global Maritime Community of Interest (GMCOI).

Why is NMIO undertaking this outreach? By including the state and major urban area fusion centers as active participants in the GMCOI, the enterprise capability to close or mitigate Maritime Domain Awareness (MDA) challenges is increased, thus improving overall maritime security and safety by enabling more informed and timely decisions through responsible information sharing.

Ongoing Efforts

  1. SeaPort/SILO: SeaPort/SILO is a multi-domain collection support system of civil maritime vessels supporting global Maritime Intercept Operations (MIO), Maritime Security Operations (MSO), and MDA. It provides collaborative, near-real time, time-sensitive data through cross-domain interconnection on multiple federal and international networks. It pulls data from a number of sources, including Office of Naval Intelligence’s (ONI) SeaWatch (a ship movement database) and Merchant Ships Characteristics Database, and Coast Guard’s Maritime Awareness Global Network. SILO is a consolidated list of vessel, or person-of-interest lists provided by members of the US intelligence community, law enforcement agencies, and international partners. SeaPort/SILO is currently available to state and major urban area fusion centers on HSDN or SIPRNET.
