From: ISE.gov | Information Sharing Environment

Recently, the Joint Counterterrorism Assessment Team (JCAT) released the 2016 Intelligence Guide for First Responders. The guide was produced for first responders by first responders and was designed to improve information sharing among state, local, tribal, and territorial jurisdictions and the federal government. This reference aid accomplishes the following:

  • Highlights the first responder role and responsibility as a consumer of intelligence information,
  • Demonstrates how to handle this information and why it must be protected,
  • Shows where to find this information and how to gain access to Internet-based U.S. Government systems,
  • Helps customers understand and participate in the Nationwide Suspicious Activity Reporting Initiative,
  • Provides an overview of the Intelligence Community, the intelligence cycle, and the products available, and
  • Identifies existing federal, state, local, tribal, and territorial partnerships.

The Intelligence Guide for First Responders is completely unclassified and currently available on U.S. Government information sharing systems, including NCTC.GOV, ISE.GOV, HSIN and LEEP. The guide can also be found here
