An audit report from the Department of Homeland Security’s Office of Inspector General found that FEMA’s “Office of the Chief Information Officer does not have an adequate understanding of existing information technology resources and needs throughout the agency.”
The report concluded that “FEMA’s legacy systems are not able to effectively support disaster response functions in a timely and effective manner.”
OIG did find, however, that “the OCIO has improved FEMA’s security posture by maintaining a Federal Information Security Management Act score above 90%. This achievement surpassed the OCIO’s initial target of 90% for FY 2009, as identified in its IT Strategic Plan FY 2009–2013. ”
