Data theft has plagued companies for decades, and now concerns are growing that the involvement of foreign governments poses a threat to our national security.

Companies have spent billions overall in an effort to protect their computer networks, but intruders keep finding their way in. And some companies have been less vigilant  than others.

Now, some people want the federal government to get involved by imposing minimum standards for cybersecurity. Congress is sharply divided over the prospect of government oversight.
