The Commodity Futures Trading Commission is so cash-starved that it lacks the resources to independently test the cyberdefenses of the entities it oversees, its top official said.

CFTC Chairman Timothy Massad said Wednesday the commission is boosting oversight of how exchanges, clearinghouses and other firms address cybersecurity and business continuity issues but can’t do all it would like because of budget constraints.
