The data base needed to develop a library of the relevant planning material is immense as a result of the size and complexity of the U. S. economy. Furthermore the fact that the plan has to cater to a wide range of interests and will probably be modified every four years at the time of a Presidential Election adds to both the complexity of this undertaking as well as underscoring the need to begin work immediately.
