ICANN Strategic Plan Due December 31st
A detailed long term Strategic Plan setting forth "measurable objectives and milestones" is due from ICANN no later than December 31, 2003. The Plan is required by the Sixth Amendment to ICANN's MOU with the Department of Commerce. The purpose of the Plan is to set forth "ICANN's goals for securing long-term sustainability of its critical domain name and numbering system management responsibilities, including the necessary corporate structure and financial and personnel resources to meet such responsibilities." The MOU details the specific elements that should be incorporated into the Plan as well as the dates by which those elements of the Plan should be successfully completed. Key Strategic Plan requirements specified in the MOU include ICANN:

  1. Conducting a review of their corporate administrative structure and personnel requirements, including executive compensation and management succession plan. Recommendations are to be implemented by March 31, 2004.
  2. Conducting a review of their internal mechanisms that promote and ensure Board of Directors, executive management, and staff corporate responsibility. Recommendations are to be implemented by March 31, 2004.
  3. Developing and implementing a financial strategy that explores options for securing more predictable and sustainable sources of revenue. Strategy development to be completed by June 30, 2004. Strategy implementation to commence by December 31, 2004.
  4. Reviewing and augmenting its corporate compliance program, including its system for auditing material contracts for compliance by all parties to such agreements. Recommendations are to be implemented by June 30, 2004.
  5. Developing a collaborative program with private and intergovernmental parties to conduct outreach to governments and local Internet communities in targeted regions, including key constituencies. Program to commence operation by December 31, 2004.
  6. Developing and implementing an appropriate and effective strategy for multi-lingual communications. Strategy implementation to commence by December 31, 2004.
  7. Conducting a review of system-wide efforts to automate operational processes. Recommendations are to be implemented by June 30, 2005.

ICANN's successful completion and implementation of their forthcoming Strategic Plan is essential to fulfilling their duties under the MOU as well as to the long term stability and development of the internet. Because of the importance of ICANN's Strategic Plan to their global internet community, ICANNfocus.org will monitor, analyze and report on their progress and compliance. To assist us in this task, ICANNfocus.org will be actively soliciting the views and comments of internet stakeholders on ICANN's Strategic Plan
