ICANN to Appoint A Presidential Advisory Committee on the IANA Function
ICANN President Twomey announced that ICANN would "move ahead with the identification and appointment of a President's International Advisory Committee for the IANA function..." The announcement was contained at the end of a press release announcing the appointment of a General Manager of IANA. Not announced was the process by which the members would be identified, committee's mandate and/or functions, the process by which the committee will operate and whether the committee's meetings and documents would be made public. In that:
1) ICANN manages the IANA function under contract from the Department of Commerce;
2) ICANN's MOU with the Commerce Department calls for ICANN to improve the transparency of their policies related to their management of the DNS, an essential component of the IANA function; and
3) ICANN's bylaws call for openness and transparency,
It would be surprising if ICANN did not operate the IANA Advisory Committee through an open, transparent, public process. ICANNfocus.org will monitor and report to the public on ICANN's progress in achieving the requisite openness and transparency in with regard to the selection and operation of the President's International Advisory Committee.
