The United States Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA)’s Southeast Regional Laboratory (SRL) has a requirement (BRAND NAME OR EQUAL, FAR 52.211-6 August 1999) to purchase one (1) electronic cigarette (E-cigarette) smoking machine for the purpose of generating smoke residues for chemical analyses to support regulatory work for the Center for Tobacco Products. The requested instrument differs significantly from other smoking machines in that the operation does not require combustion of tobacco but rather the actuation of electronic controls on the electronic cigarette itself.
The Southeast Regional Laboratory (SRL) needs to purchase an electronic cigarette smoking machine for the purpose of generating smoke residues for chemical analyses to support regulatory work for the Center for Tobacco Products. The requested instrument differs significantly from other smoking machines in that the operation does not require combustion of tobacco but rather the actuation of electronic controls on the electronic cigarette itself. The Center for Tobacco Products is anticipating that electronic cigarettes will fall under FDA’s regulatory jurisdiction and this instrument will be critical for SRL. Without this purchase, the Agency will be unable to perform smoke testing on electronic cigarettes.
