Re-issue Executive Order Executive Order 12498
Executive Order 12498, issued under the Reagan Administration, was developed to utilize the Unified Agenda as a basis for screening regulations before agencies work on them. More specifically agencies must develop an agenda of all regulations they are going to work on. Presently there is no analytical review of these entries.

Executive Order 12498 directed OMB to review the entries to determine if there was a compelling need, required by statute, and  if so, to insist that the least cost alternative be analyzed. The Executive Order was rescinded by the Clinton Administration, allegedly incorporated into the Clinton Executive Order,  EO 12866, Regulatory Planning and Review.
