President’s Job Council

Retrospective review of rules and their impact

The Office of Information and Regulatory Affairs (OIRA) should provide guidance on how agencies should: 1) prioritize the review of rules; and 2) develop and implement a system for future retrospective regulatory reviews.

Independent regulatory commission regulatory review

With the support of the Council, the President also issued Executive Order 13579 in July 2011 that called on the independent regulatory commissions and agencies (IRCs) to follow the principles of the President’s January executive order and produce their own retrospective review plans.

Administrative Law Review

The American Bar Association, in conjunction with American University’s Washington College of Law, has just published a special edition of the Administrative Law Review dedicated solely to improving the regulatory review functions of OIRA, a component of the Office of Management and Budget (OMB).

The articles in the special edition were written by former Administrators and Deputy Administrators of OIRA based upon the Thirtieth Anniversary Conference sponsored by George Washington University.

Actions should be taken immediately to exploit the current momentum behind the recommendations of the Jobs Council and the former OIRA leadership to obtain the immediate regulatory relief needed for job creation.

Current Center for Regulatory Effectiveness (CRE) officials were instrumental in: 1) the creation; and 2) the management of OIRA.
