Agencies Must Certify Compliance With IQA Guidelines
The federal government’s Climate Change Science Program recently published the first of the Synthesis and Assessment Products described in the U.S. Climate Change Science Program. This report is entitled Temperature Trends in the Lower Atmosphere: Steps for Understanding and Reconciling Differences. The government website disseminating this report contains the following statement about certifying compliance with the Information Quality Act Guidelines:

    "This document...was prepared in accordance with Section 515 of the Treasury and General Government Appropriations Act for Fiscal Year 2001 (Public Law 106-554) and the information quality act guidelines issued by the Department of Commerce and NOAA pursuant to Section 515 ). The CCSP Interagency Committee relies on Department of Commerce and NOAA certifications regarding compliance with Section 515 and Department guidelines as the basis for determining that this product conforms with Section 515.”
The CRE takes no position on the substance of this report. We do, however, commend the Climate Change Science Program for publicly stating the need to certify compliance with the IQA before disseminating this report and other information.

We also recommend that the Climate Change Science Program and all federal agencies include public links to the actual compliance certifications. The IQA requires that the certifications be made public.
