CMS Proposes ACA Basic Health Rules
The Centers for Medicare & Medicaid Services, in the Department of Health and Human Services, has proposed rules establishing the Basic Health Program, as required by section 1331 of the Affordable Care Act. The Basic Health Program provides states the flexibility to establish a health benefits coverage program for low-income individuals who would otherwise be eligible to purchase coverage through the state's Affordable Insurance Exchange. The proposed rules set forth a framework for Basic Health Program eligibility and enrollment, benefits, delivery of health care services, transfer of funds to participating states, and oversight. Comments on the proposed rules must be received by CMS no later than 5 p.m. on November 25, 2013.
