EPA Proposes Repeal of Clean Air Act Rules
The U.S. Environmental ProtectionAgency is proposing to repeal theemission standards and otherrequirements for heavy-duty glidervehicles, glider engines, and glider kitsbased on a proposed interpretation of the Clean Air Act under which glider vehicles would be found not toconstitute ''new motor vehicles'' withinthe meaning of CAA section 216(3),glider engines would be found not toconstitute ''new motor vehicle engines''within the meaning of CAA section216(3), and glider kits would not betreated as ''incomplete'' new motorvehicles. Under this proposed interpretation, EPA would lackauthority to regulate glider vehicles,glider engines, and glider kits underCAA section 202(a)(1). Comments on all aspectsof this proposal must be received on orbefore January 5, 2018.
